WASHINGTON – The Secret Service,whose sniper killed a gunmanwho woundedPresident Donald Trump a year ago, doesn't have enough marksmen and some haven't kept up with mandatory training,according to a watchdog report. The Department of Homeland Security's inspector general, Joseph Cuffari, didn't reveal how many snipers the agency has but said the unit was "chronically understaffed" and 73% below the level needed. Heading into the 2028 presidential campaign, a lack of snipers could lead to injuries and assassinations of top leaders, the report warned. "Failure to appropriately staff (counter-snipers) could limit the Secret Service's ability to properly protect our Nation's most senior leaders, risking injury or assassination, and subsequent national-level harm to the country's sense of safety and security," Cuffari said in his Sept. 2 report. Cuffari recommended the Secret Service develop a strategy to hire more counter-snipers and to ensure that snipers receive the necessary training. The Secret Service agreed with both recommendations. The agency has recommended hiring more counter-snipers since at least 2022. Secret Service Director Sean Curran said in a written reply to the report that it recognized the importance of having a specialized unit with highly trained, precision marksmen. "The Secret Service remains committed to both adequately staffing this function" and to ensure adequate training, Curran said. The need for Secret Service counter-snipers was reinforced with the July 13, 2024, assassination attempt against Trump, who was then a former president campaigning to return to the White House. A gunman fired eight shots from a rooftop near where Trump was speaking and wounded him in the ear before a Secret Service counter-sniper killed the assailant. The inspector general's report adds tosevere criticism of the agencyfor lapses preparing for the event and responding to it. A shortage in Secret Service staffing has been a common theme in the reviews. Counter-snipers racked up 247,887 hours of overtime from 2020 to 2024, which is the equivalent of 24 full-time employees, the report said. Snipers who didn't meet mandatory requalification requirements were at 47 of 426 or 11% of events that the agency's protectees attended in 2024. The events included Biden appearances at a wake in Dallas, Texas, on Jan. 8, 2024; campaign receptions in New York on Feb. 7, 2024; and remarks in Manchester, New Hampshire on March 11, 2024. Before March 2024, it took almost three years for uniformed Secret Service agent to become a counter-sniper. The minimum time period has dropped six months. Each officer gets 13 weeks of police training and 16 weeks of uniformed training. Agents much now spend 18 months in uniform, down from the previous 24 months, before being eligible to apply to become a counter-sniper. The candidate attends a one-week selection process and a 10-week training program. Mandatory follow up training focuses on making sure the agent is qualified to shoot during daytime and at night. The Secret Service "will need to quickly hire and train substantially more counter snipers to meet growing operational demands and be prepared for the 2028 Presidential election cycle and beyond," Cuffari said. "The president will be making an exciting announcement related to the Department of Defense," White House press secretary Karoline Leavitt said. Space Command's functions include conducting operations like enabling satellite-based navigation and troop communication and providing warning of missile launches. Alabama and Colorado havelong battled to claim Space Commandbecause it has significant implications for the local economy. The site also has been a political prize, with elected officials from both Alabama and Colorado asserting their state is the better location. Huntsville, Alabama, nicknamedRocket City, has long been home to the Army's Redstone Arsenal and NASA's Marshall Space Flight Center. The Army's Space and Missile Defense Command is also located in Huntsville, which drew its nickname because of its role in building the first rockets for the U.S. space program. The announcement caps a four-year back-and-forth on the location of Space Command. The Air Force in 2021 identified Army Redstone Arsenal in Huntsville asthe preferred locationfor the new U.S. Space Command. The city was picked after site visits to six states that compared factors such as infrastructure capacity, community support and costs to the Defense Department. Then-President Joe Biden in 2023 announced Space Command would bepermanently locatedin Colorado Springs, Colorado, which had been serving as its temporary headquarters. Biden's Democratic administration said that keeping the command in Colorado Springs would avoid a disruption in readiness. A reviewby the Defense Department inspector general was inconclusive and could not determine why Colorado was chosen over Alabama. Trump, a Republican who enjoys deep support in Alabama, had long been expected to move Space Command back to Alabama.

TheRyder Cupis still three weeks away and it feels as though it already has started. The opening shot was not from the first tee at Bethpage Black in a foursomes match. It was 1,600 miles (2,575 km) away in Frisco, Texas, where Keegan Bradley kept golf fans in suspense overwhether he would be the first playing captainin 62 years. Bradley knew all along he wasn't playing. He said after announcing his six picks last Wednesday — four of them are below him in the world ranking — the decision "was made a while ago that I wasn't playing." This was four days after he was asked at East Lake if he had clarity on his choices and replied, "No, because I think no matter what decision that I make here, I could have gone the other way." But he sent a clear message when he made his picks. It was about team first. The Americans, 1 up. And then it was Europe's turn on Monday, with no suspense at all. CaptainLuke Donald is bringing to Bethpage Black the same 12 faces— Rasmus Hojgaard replaces his identical twin, Nicolai — that conquered the Americans in Rome two years ago. The strongest image from the announcement at Sky Sports studio in London were the faces of the six captain's picks, all of them wearing smiles wider than Augusta National fairways, sheer joy at being part of Team Europe. It didn't take long fordual images to appear on social mediaof the team's picks. One showed beaming Europeans who had been brought in one at a time for brief interviews. The other had six American on a video call for the entire Q&A with Bradley, all of them looking like they were at a policy board meeting to discuss how to distribute FedEx Cup points. Europe no doubt picked up on this. No detail is too small when it comes to the Ryder Cup. "It's probably not that easy to have a smile on your face for a total of an hour's time," Donald said. "But yeah, very happy to obviously see our guys look very interested and excited about the challenges ahead for the Ryder Cup." Back to all square. The actual competition will get here soon enough. All the last six days did was fuel the anticipation over the Ryder Cup. Already one of the most high-charged golf events, this one has a little extra juice given the location — Bethpage Black, the public course on New York's Long Island with its notorious fans, regardless of ticket prices. "Quite unusual, I suppose, to have such continuity from two years ago, but I think it's hard to argue with these 12 guys," Donald said. The matches, of course, will be decided inside the ropes and judged after the fact whether the captains got the picks and the pairings right, and whether the crowd was over the top. This is New York. Depending on how it goes, Europe might not be the only team that hears from them. There will be second-guessing with Bradley only if the Americans lose. There is little argument the 39-year-old Bradley, who grew up in New England and played college golf nearby at St. John's, would have been playing if he had not been captain. Rory McIlroy had suggested the Americans might not be fielding their 12 best players if Bradley did not play (he also said the Ryder Cup had become too big for a captain to play). It's hard to find fault with Donald's picks because whether they earned a spot or were chosen, they represent the top 11 players from the Ryder Cup standings. The other is Jon Rahm, the two-time major champion and former world No. 1 who was unbeaten in four matches last time. But it's the first time a European team has brought back 11 players from the previous team. There is little risk of complacency because this is enemy territory, but the challenge now falls to Donald to make sure what feels like the same team gets a new experience without a change in the outcome. "You want to embrace what a Ryder Cup represents, and then part of that is embracing the crowd and embracing that atmosphere," Donald said. "And I think certainly these guys will be ready for that." Rookies, though, can be key. Sam Torrance famously said after his European team won in 2002, "Out of the shadows come heroes." That was the year two of the biggest points came from Ryder Cup rookies — Philip Price taking down Phil Mickelson and Paul McGinley delivering the clinching putt. Europe has a history of getting big performances from rookies, whether it was Philip Walton (1995), McGinley (2002), Jamie Donaldson (2014) or Tommy Fleetwood (2018). Gone are the days of determining which team is better on paper. It's too close. The Americans have six major champions. Europe has five. Team Europe has a collective 148-95 edge in worldwide victories on main tours. Europe could only be considered the underdog because of how difficult it has become to win on the road. It has only one victory on U.S. soil the last 20 years, and that one required the "Miracle at Medinah" in 2012. Even with (mostly) the same team, Donald said this wasn't a "rinse and repeat from Rome." "It's a different animal. It's a different challenge," he said. "Having the chance to do it again doesn't mean we're going to do the same things we did in Rome. I've really tried to look hard at exactly what this will require. I'm very aware that we have lost three of the last four away Ryder Cups by significant margins, and it's a tough challenge. It's a tough environment. But I've tried everything I can to give our team the best opportunity." By Andy Sullivan WASHINGTON (Reuters) -The U.S. Congress has until the end of September to pass legislation keeping the federal government open or trigger a partial shutdown. WHY WOULD THE GOVERNMENT SHUT DOWN? Congress is supposed to allocate funding to 438 government agencies before October 1, the start of the fiscal year. But lawmakers rarely meet this deadline and routinely pass temporary spending bills to keep the government operating while they finish their work. If they let that funding lapse, government agencies must stop all work not deemed "essential." Democrats and Republicans are typically at odds over spending, and it is not unusual for negotiations to run right up to the point where funding is due to expire. Those tensions have been amplified under President Donald Trump. Since taking office, he has dismantled several government agencies, overseen the departure of hundreds of thousands of civil servants, and refused to spend billions of dollars authorized by Congress. Trump's fellow Republicans have applauded those moves, even though they erode Congress' power over fiscal matters, while Democrats have been unable to stop him. Republicans control both the House of Representatives and the Senate, but they will need at least seven Democratic votes in the 100-seat Senate to pass spending legislation. This gives the minority party some leverage, and some Democrats insist that any spending bill must contain safeguards to prevent Trump from cutting programs without authorization. Republicans say Trump should be allowed to run the government as he sees fit. WHAT IS THE IMPACT OF A GOVERNMENT SHUTDOWN? There have been 14 shutdowns since 1981, according to the Congressional Research Service, many lasting only a day or two. The most recent one was also the longest, lasting 35 days between December 2018 and January 2019, during Trump's first term in office, due to a dispute between the president and Congress over border security. Hundreds of thousands of federal workers would be furloughed without pay and a wide range of services could be disrupted, from financial oversight to trash pickup at national parks. Other workers deemed essential would remain on the job, though they also would not get paid. In the past, federal workers have been paid for their time off retroactively. Shutdowns that last only a few days have little practical impact, particularly if they occur over a weekend, but the broader economy could suffer if federal employees begin missing paychecks after two weeks. The 2018-2019 shutdown cost the economy about $3 billion, equal to 0.02% of GDP, according to the Congressional Budget Office. This time, a prolonged shutdown would create more turmoil as Trump's trade wars and battles with the Federal Reserve have already injected uncertainty into the global economy. WHAT FUNCTIONS ARE CONSIDERED ESSENTIAL? Each department and agency has a contingency plan to determine which employees must keep working without pay. The 2018-2019 shutdown furloughed roughly 800,000 of the federal government's 2.2 million employees. In the 2018-2019 shutdown the Trump administration kept the 63 national parks open, though public restrooms and information desks were closed and waste disposal was halted. California Gov. Gavin Newsom is launching an aggressive ad campaign Tuesday to boost his quest to revamp the state's congressional maps in response to Republican maneuvering in Texas. The initiative — which will involve 10 ads across television and digital by the week's end — is the first major push by Newsom's ballot measure committee aimed at blanketing Democrats with information on the remap question, called Prop 50, and driving out turnout for the Nov. 4 special election. In all, the undertaking — including ground organization and ads — could cost some $100 million. Newsom is leading the political group behind the ballot initiative, which has already drawn millions of dollars in fundraising, the campaign said. One ad, "Blitzkrieg," directly attacks President Donald Trump, saying he is operating out of a dictator's playbook, attempting to suppress the free press, attacking major educational institutions and carrying out warrantless arrests. The other ad, "Emergency," lays out a detailed case for why Democrats are embarking on the effort now. The ads premiere Tuesday across Newsom's social media accounts, which have drawn a surge in interest in recent weeks. Other ads to drop this week will feature Newsom himself, as well as Democratic California Sen. Alex Padilla. Newsom has called the Nov. 4 campaign the "Election Rigging Response Act," with Prop 50 a reference of parity across 50 states. Voters will choose whether to move forward with a California remap that Newsom has said would neutralize Texas' redraw, which is expected to potentially add five Republican seats to the state. Newsom has framed his efforts as an attempt to level the playing field with Republicans, who have already signed into lawa newly gerrymandered congressional mapin Texas. They have also announced they are looking atsimilar opportunities elsewhere. The task around November's initiative, Newsom's team believes, is to motivate and drive out base voters and, unlike the strategy around national campaigns for Democrats, it will not focus on persuading a swing electorate. In that sense, the campaign blueprint is similar to thatof Newsom'ssuccessful efforts to squash a recall effort in 2021. Newsom's opponents are already signaling they'll spend big on an advertising push aimed to convince voters to vote against his proposal; they've booked and spent almost $10 million in ads so far, according to the ad-tracking firm AdImpact, and just launched their first ad that argues the ballot proposition "threatens" the independent redistricting commission and a vote against the proposal is a vote to "protect your vote and democracy." Charles Munger Jr. a billionaire physicist who has long been a conservative mega-donor in the state, has already donated $20 million to the "No on Prop 50" effort. Launching the ads from Newsom's social media accounts comes as interest exploded in his office's social media posts after it launched a series of mocking posts that mimicked Trump's all-caps style of communicating over social media. Since Aug. 1, thegovernor's press accountgrew by 500,000 followers and, according to his team, made more than 480 million impressions, an engagement rate that leapt by 35% and more than 2.5 million profile visits.
