By Sabine Siebold BERLIN (Reuters) -German Defence Minister Boris Pistorius heads to Washington on Monday to meet U.S. Secretary of Defense Pete Hegseth, to seek clarity on American arms supplies to Ukraine, missile deployment plans and the future of U.S. troop levels in Europe. Pistorius is likely to receive a warm reception as Europe's biggest economy recently emerged as a key player in NATO's largest military build-up since the Cold War, having for decades lagged behind in defence spending. As European officials fret over a possible future attack from Russia and brace for a drawdown of U.S. forces, Germany loosened its constitutional debt brake to meet NATO's new core military spending target of 3.5% of national output by 2029. The move will boost German defence spending to 162 billion euros ($189 billion) in 2029 from 95 billion euros in the draft budget for 2025. At a meeting with Hegseth at the Pentagon, Pistorius will discuss Berlin's offer to pay for American Patriot air defence systems for Ukraine, a proposal made public by Chancellor Friedrich Merz weeks ago after private discussions failed to elicit a response from Washington. On Sunday, U.S. President Donald Trump said he will send Patriot missiles to Ukraine. He did not give a number, but he said the United States would be reimbursed for their cost by the European Union. Germany has already donated three Patriot units to Kyiv, as Ukraine endures some of the heaviest Russian attacks in recent weeks. However, European allies remain uneasy about the new U.S. administration's unpredictable stance on arms supplies. On Tuesday, Trump said he had approved sending defensive weapons to Ukraine and was considering additional sanctions on Moscow, just days after the Pentagon halted shipments of critical arms to Ukraine. Pistorius will also seek clarity on whether Washington remains committed to temporarily deploying long-range missiles to Germany from 2026, as agreed under former President Joe Biden. The deployment would include systems such as Tomahawk cruise missiles with a range of 1,800 kilometres (1,118 miles) and the developmental hypersonic weapon Dark Eagle with a range of around 3,000 km. Russia has criticised the plans as a serious threat to its national security and dismissed NATO concerns that it could attack an alliance member. Another key issue will be an ongoing review of the U.S. force posture worldwide that could lead to troop cuts in Europe where around 80,000 U.S. soldiers serve, including some 40,000 in Germany. European allies are urging Washington to ensure any drawdown is coordinated to prevent capability gaps that might leave NATO members vulnerable to Russian aggression. The disturbance took place in the second set as Sinner prepared to serve. An audible pop was heard on the broadcast that didn't sound dissimilar to a ball being hit. But it wasn't. Sinner backed away from his serve, and Alcaraz raised both of his hands in the air, understandably perturbed by the fan interference in a Grand Slam final. BEIJING (Reuters) -China's exports regained some momentum in June while imports rebounded, as exporters rushed out shipments to capitalise on a fragile tariff truce between Beijing and Washington ahead of a looming August deadline. Outbound shipments rose 5.8% year-on-year, beating the median forecast for 5.0% growth in a Reuters poll of economists. Imports rebounded 1.1%, following a 3.4% decline in May. Economists had predicted a 1.3% rise. Exports growth slowed to 4.8% in May after surging in March and April, as U.S. President Donald Trump's escalation of his trade war took a toll and the benefits from earlier front-loading faded. Trade ties appeared to have stabilised in June after U.S. and Chinese negotiators agreed to revive a fragile truce reached during talks in Geneva in May. The agreement had been strained before the talks by a series of export controls that disrupted supply chains for key industries on both sides of the Pacific. But as Trump further broadens his global trade offensive with new tariffs on other partners, analysts caution that Beijing could be indirectly hurt by U.S. pressure on third countries used heavily for transhipments of Chinese goods. Trump had recently unveiled a 40% tariff on U.S.-bound transhipments through Vietnam, a move that could undermine Chinese manufacturers looking to reroute shipments and avoid higher duties. The U.S. president has also threatened a 10% charge on imports from BRICS countries, in which China is a founding member, raising further risks for Beijing. China faces an August 12 deadline to reach a durable deal with the White House. Compounding the challenges, tensions with the European Union have also intensified. Ahead of a key summit later this month, the EU accused China of flooding the global market with excess capacity and enabling Russia's war economy. Days before the MLB All-Star Game in Atlanta, Major League Baseball made a decision about the roster that is turning heads — for the wrong reasons. The leagueadded Milwaukee Brewers rookie Jacob Misiorowski to the National League All-Star teamon Friday to replaceCubs starter Matthew Boyd, who pitched Saturday. Misiorowski has started five games in the big leagues and now holds the record for fewest starts by a player to make an All-Star team. The All-Star Game is an exhibition. We know that, and in the grand scheme of a baseball season, it doesn't have major significance outside of entertainment for fans and a showcase for players. Even so, the fact that it doesn't hold much weight in terms of the season doesn't mean it lacks importance. The main goal of the Midsummer Classic is to recognize the players who have performed at a high level through the first half of the MLB season. With that, it also allows fans to see the stars of the game they might not watch on a regular basis. But by adding Misiorowski to the NL All-Star roster, MLB has sent a message to players that not only does the game not matter, but performance doesn't matter, either. Selections to play in the All-Star Game should be based on merit and production from the season's first half. The reality is thatthere will always be snubs. But this selection feels different than your ordinary snub. At this point in the process, days before the All-Star festivities, it's a given that some adjustments will need to be made, with players injured, unavailable to pitch Tuesday or opting for rest. But adding a rookiewho debuted a month ago, as opposed to going down the list to find a more deserving starter, sends the wrong message. The player who had the best case to replace Boydwould've been Philadelphia Phillies left-hander Cristopher Sánchez. Sánchez —who pitched Sundayand was therefore unavailable to pitch Tuesday in the All-Star Game — currently ranks 10th among qualified starters in ERA, 16th in strikeouts and eighth in fielding independent pitching (FIP). Sánchez's teammate,Ranger Suárez, also a strong candidate to head to Atlanta, reportedly declined to go. In the hubbub around Misiorowski, some might point toPittsburgh Pirates star Paul Skenesbeing selected and starting for the National League in the All-Star Game last season as a comparable situation. While there are similarities, those are largely very different situations. To be fair, Skenes didn't have as many starts or innings pitched as other NL All-Stars last year, and he then had the fewest starts by a player to make an All-Star team, with 11. But that's still more than twice as many starts as Misiorowski has made this season, and Skenes had thrown almost three times as many innings (66 1/3 IP vs. 25 2/3 IP). He had also been the most dominant starter in baseball for more than two months at the time of his selection. It's important to note that we do not know how many National League starters were invited by MLB and declined before the league reached out to Misiorowski. That list might be longer than many fans realize. At the same time, it's a safe bet that there were qualified NL starters with more than 25 innings pitched who were not asked. Another factor here is that even though the All-Star Game doesn't have ramifications for the season (anymore), All-Star selections are still important to players. When we talk about greatness in baseball, All-Star appearances are part of the conversation. When BBWAA members consider candidates for the Hall of Fame, All-Star appearances are part of the conversation. When we as a baseball community compare players from different eras, All-Star appearances are part of the conversation. And some players, including Sánchez, have incentives and bonuses in their contracts tied to All-Star appearances — which, according to reports, the Phillies will honor. Given something as significant as contract incentives, shouldn't the merit of the players selected be of utmost importance? Unfortunately, in this case, MLB opted to go the route of entertainment over merit. To his credit, Misiorowskiis the definition of a baseball phenom. His stuff is electric, and he has been a driving force behind the Brewers' recent success. But again, he has appeared in five major-league games. Whether or not people care about the All-Star Game's importance, it's still meaningful to many players. But how are players supposed to stay invested in this exhibition if they don't believe their performance is determining who goes? And how do you get fans to care if they don't believe All-Star selections are authentic? None of this is Misiorowski's fault. He has done nothing wrong — quite the opposite — and he isn't responsible for his own selection. But sadly, he has now been put in an awkward position by the league, at the center of a conversation he likely wishes he weren't part of. At the end of the day, the All-Star Game will go on as scheduled, and most people probably won't give this matter a second thought after the game. Still, this was an unforced error by Major League Baseball that not only sends the wrong message to players and fans but also sets a bad precedent for the future.
