Texas Democratic Reps. Greg Casar and Jasmine Crockett are demanding details and documents from federal agencies taskedwith tracking and respondingto disasters after catastrophic flooding in recent dayskilled more than 100 peoplein Texas Hill Country. Crockett and CasarpennedlettersFriday seeking information from the Federal Emergency Management Agency (FEMA) and the National Oceanic and Atmospheric Administration (NOAA) aboutpreparations for and response tothe Texas flood. Their inquiries center on whether recent Department of Government Efficiencycuts to the National Weather Service(NWS) played a role or if Department of Homeland Security (DHS) Secretary Kristi Noem, who oversees FEMA, impededsearch and rescue effortswith certain rules. The letters from Casar and Crockett, who sit on the House Oversight and Government Reform Committee, were also signed by the committee's ranking member Rep. Robert Garcia (D-Calif.). "The tragic loss of life suffered underscores the urgent need to understand whatcontributed to this disaster," the lawmakers wrote in the letters. "Rigorous oversight is needed not only to provide answers to grieving communities in Central Texas, but to save lives in future extreme weather events." In their letter directed to FEMA acting chief David Richardson, the Democratic lawmakers asked the agency to providerecords of communicationswith Noem and her top aides, as well as all documents and discussions regarding state and local requests to DHS or FEMA. CNNreported Thursdaythat Noem's cost control measures that require her direct approval for all contracts and grants more than $100,000 may have slowed the federal response to the Texas floods. Noem rejected the notion during an appearance on Fox News later that day. "Fake News," she said. "It's absolutely trash what they're doing by saying that." President Trump, whois in the Lone Star Stateto survey the damage, has also come to the former South Dakota governor's defense,telling NBC News late Thursdaythat Noem was "right on the ball" and has "done a great job." The Texas Democrats are specifically requesting "any policies, procedures, memos, or internal reports detailing the DHS Secretary's authority related to spending rules" and "any written directive, policy, memo, or other document related to the requirement to get Secretary Noem's approval for any contracts or grants over $100,000." Their letter to NOAA, meanwhile, centered on how the public was alerted about the threat of dangerous flash flooding. They requested communications that took place between NOAA and Texas authorities and with local media, copies of NWS emergency alerts and a "detailed explanation" about how the national Emergency Alert System and Wireless Emergency Alert System were used. The lawmakers alsopenned a third letterFriday, urging the Commerce Department's inspector general, which oversees NOAA, to conduct an investigation into disaster warning systems. FBI Deputy DirectorDan Bongino, the second-highest official at the bureau, didn't come into work on July 11, various news outlets reported. What's more, the former Secret Service agent and Fox News show host is weighing leaving the bureau altogether, less than four months after joining it, according toCNNandSemafor, which each cited sources familiar with the situation. The FBI didn't immediately respond to USA TODAY's request for comment. The developments come after the Justice Department and FBI releaseda memoJuly 7 stating that a "systematic review" of evidence failed to reveal any incriminating client list associated with Jeffrey Epstein, a disgraced financier and convicted sex offender who died in his jail cell in 2019 as he awaited trial on sex-trafficking charges. "Perpetuating unfounded theories about Epstein serves neither" to combat child exploitation nor bring justice to victims, the memo said. "No further disclosure would be appropriate or warranted." Many loyalists of PresidentDonald Trumphave been incensed by the memo, which followed years of suggestions by Trump associates that the government was hiding a list of Epstein clients who may have been involved in sex trafficking and that Epstein may have been murdered to prevent those names from becoming public. New York's chief medical examinerruled in 2019 that Epstein died by suicide, and the Justice Department's memo backs up that finding. More:Trump's team promised transparency on Epstein. Here's what they delivered. The memo threw a range of conservative commentators into an uproar. "I'm going to go throw up, actually," right-wing radio show host Alex Jones said in a July 7video post on X, as his eyes teared up. "I just really need the Trump administration to succeed ... and then for them to do something like this – tears my guts out." Bongino himself sounded alarm bells well before he took on a top role in Trump's FBI. "There are a lot of people who are knee-deep in the Washington swamp who are not telling you the truth about serious allegations out there that Epstein may have had video and audio of people out there doing things they shouldn't have been doing," Bongino said on his"The Dan Bongino Show"on May 1, 2023. "Jeffrey Epstein isn't with us anymore, and nobody seems to want to talk about it outside of a few entrepreneurial media outlets saying, 'Hey, this is a big deal,'" Bongino added. Attorney General Pam Bondirecently fanned the flames of those espousing a government cover-up about the Epstein evidence. Bondi characterized the Biden administration's effort on the case as lackluster, tellingFox News host Sean Hannityon March 3 that she had instructed the FBI to review a "truckload" of Epstein files that were delivered as a result of an order she issued in February. "It's infuriating that these people (the Biden administration) thought that they could sit on this information, but they can't. It's a new day, and we believe in transparency, and it's going to come out," Bondi said. However, Bondi largely seemed to close the door on future revelations at a July 8 cabinet meeting following the memo's release. She said various videos within the review turned out to be child sexual abuse materials, but said her department was looking for some further videos it hoped to release in connection with Epstein's jail facility. "And that's it on Epstein," Bondi said. Deputy Attorney General Todd Blanche, the second-highest official at the Justice Department after Bondi, said in aJuly 11 post on Xthat he'd worked closely with Bongino andFBI Director Kash Patelon the polarizing memo and they'd mutually signed off on its contents and conclusions. SEOUL, South Korea (AP) — Russia's foreign minister on Saturday warned the U.S., South Korea and Japan against forming a security partnership targeting North Korea as he visited his country's ally for talks on further solidifying their boomingmilitary and other cooperation. Russian Foreign MinisterSergey Lavrovflew to North Korea's easternWonsan cityon Friday for a meeting with his North Korean counterpart Choe Son Hui. Relations between Russia and North Korea have been flourishing in recent years, with North Koreasupplying troopsand ammunitions to support Russia's war against Ukraine in return for military and economic assistance. That has raised concerns among South Korea, the U.S. and others that Russia might also transfer to North Korea sensitive technologies that can increase the danger of its nuclear and missile programs. After a meeting with Choe on Saturday, Lavrov accused the U.S., South Korea and Japan of what he called their military buildups around North Korea. "We warn against exploiting these ties to build alliances directed against anyone, including North Korea and, of course, Russia," he told reporters, according to Russia's state Tass news agency. The U.S., South Korea and Japan have been expanding or restoring their trilateral military exercises in response to North Korea's advancing nuclear program. On Friday, the three countries helda joint air drillinvolving U.S. nuclear-capable bombers near the Korean Peninsula, as their top military officers met in Seoul and urged North Korea to cease all unlawful activities that threaten regional security. North Korea views major U.S.-led military drills as invasion rehearsals. It has long argued that it's forced to develop nuclear weapons to defend itself from U.S. military threats. Lavrov said Russia understands North Korea's decision to seeknuclear weapons. "The technologies used by North Korea are the result of the work of its own scientists. We respect North Korea's aspirations and understand the reasons why it is pursuing a nuclear development," Lavrov said. During their meeting, Choe reiterated that North Korea "unconditionally" supports Russia's fight against Ukraine. She described ties between North Korea and Russia as "the invincible alliance." Lavrov said he repeated Russia's gratitude for the contribution that North Korean troops made in efforts to repel a Ukrainian incursion into Russia'sKursk border region. Wonsan city, the meeting venue, is where North Korea recently openeda mammoth beach resortthat it says can accommodate nearly 20,000 people. In his comments at the start of his meeting with Choe, Lavrov said that "I am sure that Russian tourists will be increasingly eager to come here. We will do everything we can to facilitate this, creating conditions for this, including air travel," according to the Russian Foreign Ministry. The Wonsan-Kalma tourist zone is at the center of North Korean leader Kim Jong Un's push to boost tourism as a way to improve his country's troubled economy. CAIRO/JERUSALEM (Reuters) -Talks aimed at securing a ceasefire in Gaza are stalling over the extent of Israeli forces' withdrawal from the Palestinian enclave, Palestinian and Israeli sources familiar with the negotiations in Doha said on Saturday. The indirect talks over a U.S. proposal for a 60-day ceasefire are nonetheless expected to continue, the sources said, despite the latest obstacles in clinching a deal. A Palestinian source said that Hamas has rejected the withdrawal maps which Israel has proposed, as they would leave around 40% of the territory under Israeli control, including all of the southern area of Rafah and further territories in northern and eastern Gaza. Two Israeli sources said Hamas wants Israel to retreat to lines it held in a previous ceasefire before it renewed its offensive in March. The Palestinian source said matters regarding aid and guarantees for ending the war were also presenting a challenge, and added that the crisis may be resolved with more U.S. intervention. The White House said on Monday that Trump's envoy Steve Witkoff, who played a major role in crafting the latest ceasefire proposal, will travel to Doha this week to join discussions there. Delegations from Israel and Hamas have been in Qatar since Sunday in a renewed push for an agreement which envisages a phased release of hostages, Israeli troop withdrawals and discussions on ending the war entirely. Hamas has long demanded an end to the war before it would free remaining hostages; Israel has insisted it would end the fighting only when all hostages are released and Hamas is dismantled. The war began on October 7, 2023, when Hamas-led militants stormed into Israel, killing about 1,200 people and taking 251 hostages into Gaza. At least 20 of the remaining 50 hostages there are believed to still be alive. Israel's subsequent campaign against Hamas has since killed more than 57,000 Palestinians, according to Gaza health authorities, displaced almost the entire population of more than 2 million people, sparked a humanitarian crisis and left much of the territory in ruins.
